PROPOSAL SUPPORT

A proposal wins when the solution is believable and the response is easy to score.

Beyond the Slope and DANEL Business Development Services have supported federal pursuits together since 2022. Doug Babics adds more than 30 years in federal IT and has read proposals from both sides of the table, as a program manager, contracting officer's representative, and technical evaluation panel chair.

WHAT WE SUPPORT

Shaping the solution, then writing the response

Before the solicitation drops, we help shape the solution, develop discriminators, and line up the delivery approach so the proposal has something worth writing. Once the response is underway, we provide proposal management, volume leadership, and technical and management writing. We also handle compliance matrix validation, color reviews, CONOPS development, executive summaries, past performance write-ups, and resumes. The sections below describe each service in more detail.

01

Capture and solution shaping

Work starts before the RFP when it can. We evaluate the opportunity and support the bid/no-bid decision, research prior awards and budget documents for the priorities the customer has not stated, and shape the solution: CONOPS, architecture, key personnel, and the discriminators and win themes that go with them. We also look at where your past performance falls short of the requirement so the gap is known early.

04

Color reviews and quality assurance

Blue, Pink, Red, and Gold team reviews, run like a source selection simulation. We score against the evaluation criteria and give writers specific gaps to fix, not general comments. Compliance is validated against the solicitation before submission. After the award decision, we analyze the debrief and carry the lessons into the next pursuit.

02

Solicitation decomposition and compliance

We take the solicitation apart section by section: instructions, evaluation factors, and the SOO, PWS, or SOW. Conflicts, redundancies, and orphaned requirements get flagged. The writing team receives a compliance matrix and a requirements-driven outline for each volume, with writer notes on evaluator intent and the proof points each section needs. Writers start from a working architecture instead of a blank page.

05

SBIRs, CSOs, and white papers

Short, competitive submissions where a technical idea has to become a compliant, executable proposal in a few pages. We have supported SBIR, CSO, prize challenge, and white paper efforts across the Department of Defense, including AI, workflow automation, and human capital solutions.

03

Volume development and writing

Technical and management volumes, written in one voice however many people contribute. We interview subject matter experts around the evaluation criteria, turn what they say into prose, and tie each section to evidence a source selection board can verify. We also write executive summaries, past performance narratives, key personnel write-ups, and PWS, SOW. and QASP documents.

06

Past performance and reuse

Past performance write-ups and key personnel resumes shaped to what each solicitation asks for. For teams that bid often, we build the reuse library: past performance, corporate experience, templates, and style guides, so the next response starts from approved material..

HOW THE WORK RUNS

A process built around the evaluation criteria

Solutioning

Start from a concept of operations

Before the volumes are written, we establish a concept of operations for the solution. It describes how the solution works and how it will be delivered, covering the technical approach and the management approach together. The solution narrative is then written from it, so the technical and management volumes describe the same program and evaluators can trace each commitment to a requirement.

01

Storyboard sessions

Storyboard sessions turn the outline into section-level assignments, each with a defined evaluation focus and proof point targets.

02

Targeted interviews

Subject matter expert interviews follow the evaluation criteria instead of open-ended capability discussions.

03

Scored reviews

Review cycles use scoring rubrics written from the evaluation criteria, so feedback moves the score and not just the readability.

THE BTS ALIGNMENT FRAMEWORK

The framework, applied to a pursuit

The BTS Alignment Framework runs through every engagement. Applied to a pursuit, it looks like this:

01

Diagnose Opportunity

Evaluate the opportunity against your capabilities, competitive position, and resources, and set the bid/no-bid criteria.

02

Assess Solution Fit

Line up the solution, team, and past performance against what evaluators will score, and identify the discriminators.

03

Detect Gaps

Find compliance weaknesses, narrative gaps, and evaluation vulnerabilities before they become deficiencies. Color reviews and compliance analysis apply here..

04

Strengthen and Refine

Close the gaps with targeted rewrites and single-voice integration so each volume is coherent and compliant.

05

Submit and Learn

Final compliance check, production, and submission, followed by debrief analysis that feeds the next pursuit.

WORKING WITH DANEL BD

Two firms, one working rhythm

BTS brings technical solutioning and pragmatic program delivery. DANEL BD delivers capture strategy and proposal management. Beyond those lead areas, either of us can lead the proposal, take a volume, or run a review, and each of us checks the other’s work before anything reaches the customer.

When a pursuit needs more hands, we bring in additional writers and reviewers and keep the team small enough to stay coordinated. The result is a response that reads as one document, with a technical and management approach the evaluators can trace to the requirements and a delivery story the customer can believe.

AI in the work

Where AI fits

AI takes on the tactical work so the people running a pursuit can spend their time on decisions. We use it for source analysis, requirement mapping, first-pass checks, and research on prior awards, budget documents, and public agency information. On an engagement, we also work from the client's reuse library and past performance and, where the client is the incumbent, its monthly reports, to shape the solution against the new requirements. A capture manager gets a better-informed bid decision. A proposal manager gets a compliance matrix and outline to react to, not to build.

People make the calls that decide a pursuit: which discriminators to lead with, how the solution balances cost, risk, and schedule, and what the customer will believe. We trace what AI produces back to its sources, and we use only the tools the client has approved.

WHEN TO ENGAGE

Where an outside team helps most

01

03

A significant opportunity is on the horizon and the solution strategy needs to be developed or stress-tested.

Past proposals have not scored as well as expected, and the team wants an outside read on narrative clarity and execution credibility.

02

A proposal effort lacks alignment between the technical approach, the management approach, and the compliance requirements.

04

Your team is stretched across several pursuits and needs experienced help from people who already work well together.
